I would say time is the best. If you start understanding the value of your time and money, you would be in the right direction even without having the help of a teacher. No one can tell who the best teacher for IELTS exam is. You might like one teacher, but another person might not like the teacher so it really depends on the preferences of a person.
I would just give the teachers who are popular for IELTS exam. They are Mr. Umar Khan, Mr. Awais Khan, Mr Asad Yaqub and Mr. Laique Lodhi. Teachers at BETS are also regarded very good.
